To provide high-quality analytical support for state educational policy and to create mechanisms for evaluating and integrating the best international practices into the national education system
Originally created to monitor, analyse, and evaluate the State Programme of Education Development for 2011-2020, the Centre’s scope of work has since expanded to encompass in-depth analytical and scholarly research across all levels of education, including the provision of OECD country reviews.
The Centre’s scope was further broadened following the dissolution of the State Enterprise “National Centre for Educational Statistics and Assessment” and the consequent transfer of its responsibilities to JSC “Taldau”. Consequently, the Centre was charged with preparing the annual National Report on the State and Development of the Education System. It also engaged in conducting OECD’s (PISA, PIAAC, TALIS, and PBTS) and IEA’s (TIMSS, PIRLS, ICILS) international large-scale assessments. In addition, the Centre spearheaded the development of the National Educational Database (NEDB) and based on its scientific accreditation, has pursued scholarly research since 2018.
The Centre’s efforts have had a tangible positive impact on the education system. Its active collaboration with the OECD and its role in preparing country reviews were instrumental in securing Kazakhstan’s status as a “Participant” in the OECD Education Policy Committee.
Engagement in methodological discussions with the World Economic Forum in 2017 on educational indicators in the Global Competitiveness Index contributed to significant improvements in indicator outputs: notably, Kazakhstan’s primary education enrolment was adjusted from 118th place to 4th place in the ranking (+114 ranks). The establishment of the NEDB has automated approximately 85% of public educational services.
In 2022, recognising these achievements, the Ministry of Education designated the Centre as the legal entity responsible for coordinating international large-scale assessments and preparing the annual National Report on the State and Development of Education. Additionally, the Centre is entrusted with the creation, maintenance, technical support, integration, and information security of the NEDB system.
Today, the Centre stands as a leading national analytical institution in the educational sector, partnering with Kazakh and higher education institutions and various international organisations, such as the OECD, IEA, UNESCO, UNICEF, the World Bank, and the ETF, among others.
